it is the opinion formed by the Executive of my capabilities for diligence and organization, for I had no previous experience of the postal department), I would respectfully submit that specialists, as a rule, receive more, and not less pay, than men not exceptionally qualified.

With reference to the recent increases of salary in the Hong Kong Government service, I would respectfully submit that much larger increases have been conceded than the 8% granted to me;
33% being added to the Assistant Colonial Secretary's initial salary, and 25% to that of my predecessor since promoted to the Treasurership.
There has been a general levelling up of the salaries of all the heads of the larger departments to $6,000 per annum rising by triennial increments to $7,200, exception being apparently made only in the case of my department, the state of which on my assumption of office was such as to necessitate the imposition of conditions not previously considered necessary, in respect, so far as I have been able to ascertain, of any other officer in the Colony.
5. Regarding my position in the Civil service of the Colony, "vis à vis" the Cadets, I crave leave to make a personal statement.
